   I am convinced that within the FAA FISDO Office there is a conspiracy that someone is in bad with Riggs. Where this is going to get interesting is when fingers get pointing. Riggs seems to be a master manipulator in endearing people to allow and participate in illegal activities. It a lesson Skip Holmes learned the hard way.

   He also learned how quickly Riggs bites his own when Riggs attempted to implicate him in the Santa Monica Pier buzzing. Luckily Skip had film from his aircraft that fingered Riggs resulting in Riggs license suspension.

   Riggs cohort within the FAA better be ready to cover himself.
